Tokyo Carbon Reduction Reporting Program for small and medium-sized

In Tokyo, there are about 690,000 small and mediumsized facilities that consume less than 1,500 kl of crude oil per year (crude oil equivalent). They account for about 60% of the total CO2 emissions in the commercial and industrial sectors in Tokyo. Until recently, these small and mediumsized facilities had not been targeted directly by energy saving programs of TMG or the national government, and results were not adequate.
For this reason, in 2008, TMG revised the Tokyo Metropolitan Environmental Security Ordinance and established the "Tokyo Carbon Reduction Reporting Program" so that all small and medium-sized facilities can easily figure out their own CO2 emissions and take specific climate change measures. Reporting started in April 2010.
Every year, reports have been submitted for more than 30,000 facilities.
