Providing Environmental Information and Responding to the Opinions of the Residents of Tokyo

◎ Offering a Wide Range of Environmental Information

To help the residents of Tokyo and businesses to better understand the environmental status of Tokyo and the efforts being taken by the Tokyo Metropolitan Government (TMG), TMG offers information through pamphlets, brochures, Web sites, and e-mail newsletters. These are accessible at TMG offices and on the Internet.

● Web Site

To provide information more quickly and in more detail, TMG has set up a Web site called “Environment of Tokyo. URL: http://www.kankyo.metro.tokyo.jp/index.htm
So far, a website has been used not only as an effective communication tool for the purpose of putting out information from TMG but as a public forum for information shared by residents and companies of Tokyo. TMG is committed to further enhance the contents of the Web site as an important part of its policymaking.

  • ○Basic information: press releases, ordinances and regulations, the Environmental Master Plan, white papers, consultation desk information, application forms, etc.
  • ○By policy theme: urban and global warming, measures against vehicle pollution, waste, and recycling, Outer Central Breakwater Landfill Disposal Site, conservation of the natural environment, environmental regulations, effectively controlling hazardous chemicals, air quality status, conservation of the water environment, Environmental Assessments, environmental security, etc.
  • ○Others: information map on air pollution, environmental research results, photos of pollution in Tokyo, information on photochemical smog, etc.

● E-mail Newsletters

As a means of active information provision, TMG began sending an e-mail newsletter, Tokyo Bureau of Environment News, in January 2006. This newsletter includes the latest press releases, information on updates to the Web site, and details of various events.

● Brochures and Pamphlets

Publications, such as the Basic Environment Plan and the TMG environmental white paper are sold at the Information Room for Tokyo residents (3rd floor, Tokyo Metropolitan Main Building No.1).

There are also other pamphlets on projects and schemes available free of charge.

◎ Listening to Opinions and Requests from a

Variety of Standpoints Everyday, TMG receives a wide range of requests and proposals from the residents of Tokyo, from pollution issues, such as neighborhood noise, to global environmental measures.

TMG and local municipalities have set up consultation desks to receive complaints about pollution in order to take the necessary measures to prevent their recurrence.

● Voice of the Residents

TMG deals with the requests and opinions from the residents quickly and appropriately. Examples are on the following:

  • ○Complaints about wastes
  • ○Requests and opinions about air, water quality, soil contamination
  • ○Proposals on measures to combat global warming and expectations for such measures
  • ○Complaints about neighborhood noise and aircraft noise
  • ○Opinion and proposals on energy conservation In 2007, there were many complaints about waste and opinions on measures against global warming.

● Pollution Complaint Office

TMG takes note of all the complaints collected by the complaint offices located at municipalities and compiles statistics.

Complaints on industrial pollution from factories or other sources have dropped due to a steady improvement in the pollution status. Recently, complaints about pollution in residents’ daily lives, such as from ordinary households, restaurants, and coffee shops have been increasing.
